Not sure if there is any type of appeal process for this. As LuckyDee said, someone you scouted may have broken the rules. I think this is a great policy, but at the same time, what if someone you scouted has some type of breakdown and decides to break the rules? Ultimately you can't really control what someone else does, which is why I'd imagine that PMing Tom or someone else may be a good step to take.

Others have mentioned, you scouted someone who plainly admitted (in author comments and review reply) they didn't own or create the material they uploaded. Poor judgement resulted in a loss of scouting privs.
